Western Roman Empire falls as Romulus Augustulus is deposed. The imperial head receives its deadly wound. The earth beast (religious power) rises from the earth to fill the vacuum left by the fallen sea beast (political empire).
"And I saw one of his heads as it were wounded to death" - Revelation 13:3

Justinian's decree gives the Pope civil authority. The two horns (Eastern Rome + Church) create the Image - the Pope becomes the visible representation (Roman imago) of imperial authority, now seated in religious form. The 1260-year tribulation begins.

Pope Leo III crowns Charlemagne as Holy Roman Emperor on Christmas Day. The deadly wound is healed as the imperial form is revived under papal authority. Church and state unite again - the beast that was, and is not, and yet is.

Political power - Byzantium/Constantinople. The Eastern Roman Empire that survived the fall of the West. Provided the civil authority through Justinian's decree.
Religious power - The ecclesiastical hierarchy. Appeared to serve Yahuah (like a lamb) but spoke the dragon's doctrine through persecution and unbiblical practices.
"And he had two horns like a lamb, and he spake as a dragon" - Revelation 13:11
Like Media-Persia who issued decrees to restore the temple, these two powers
appeared to serve divine purposes but enforced the dragon's agenda.
From 538 AD when the Papacy received civil authority until 1798 AD when Napoleon's general took the Pope captive, the saints were persecuted for exactly 1260 years.
